El Gobierno estableció “el uso obligatorio» a partir del lunes «de elementos de protección que cubran nariz, boca y mentón para las personas que permanezcan o circulen en los servicios de transporte de pasajeros automotor y ferroviario de jurisdicción nacional”. La medida fue anunciada en la Resolución 95/2020, publicada hoy en el Boletín Oficial.
De esta manera, desde ese día todas las personas que viajen en colectivos y trenes, en cualquier parte del país, deberán llevar puestos barbijos u otros mecanismos similares de higiene, para evitar así posibles contagios en el marco de la pandemia del coronavirus.
El documento autorizó, además, a la Comisión Nacional de Regulación del Transporte (CNRT) “a adoptar las medidas que resulten necesarias” para hacer cumplir esta norma, la cual entrará a regir desde el próximo lunes, 20 de abril.
Por otra parte, el Poder Ejecutivo aclaró que esta reglamentación “no exime del cumplimiento” del aislamiento social, preventivo y obligatorio decretado semanas atrás por el presidente Alberto Fernández, ni tampoco del distanciamiento social que se ordenó implementar también en el transporte público.

Con esta Resolución, las autoridades nacionales unificaron el criterio sobre la exigencia de utilizar estos elementos de protección, por lo menos en colectivos y trenes, aunque muchas provincias ya ordenaron que sea implementado también en la calle y en comercios.
Los últimos distritos en decidir esto último fueron la Ciudad y la Provincia de Buenos Aires, aunque antes habían tomado el mismo camino Catamarca, Salta, Jujuy, Misiones, Santiago del Estero y La Rioja.
“Se sabe que el barbijo no protege a quienes los llevan puesto, pero sí es muy útil para los que tienen la enfermedad. Por eso cuando las personas llegan al Hospital lo primero que hacemos es ponerle un barbijo para que deje de contagiar al entorno”, explicó en su momento el ministro de Salud porteño, Fernán Quirós.
Si bien los países que sobrellevaron con mayor éxito la lucha contra la pandemia de Covid-19, como China, Corea del Sur y Japón, establecieron desde un inicio el uso obligatorio de protectores faciales en la vía pública, aún la Organización Mundial de la Salud no expresó una definición al respecto.
En los considerandos de la Resolución de este sábado, el Gobierno nacional señaló que “corresponde establecer que en los servicios de transporte de pasajeros por automotor y ferroviario de jurisdicción nacional deberán utilizarse los citados elementos de protección que cubran la nariz, la boca y el mentón para contribuir, junto al distanciamiento social y demás medidas que se han adoptado, a la prevención del contagio del nuevo Coronavirus (COVID-19)”.
Además, se hizo mención a dos notas que mandaron el subsecretario de Estrategias Sanitarias del Ministerio de Salud y el director ejecutivo de la CNRT, respectivamente, en las que ambos aconsejaron incluir la utilización de barbijos u otros mecanismos similares dentro de los protocolos de acciones preventivas, tanto para los conductores como los usuarios de estos transportes.
